MEMORANDUM

TO:

FROM:

Mayor
City Council
Pat Klaers, City Administrator

Bruce A. West
Fire Chief

DATE:

SUBJECT:

July 21, 1998

Barn Burn of July 14, 1998

On July 14, 1998 the Anoka-Hennepin Vocational Technical Center burned a
barn at approximately 6:30 p.m. on County Road 33 (Ranch Road) for
structural training at that site. The Anoka Vo-Tech Fire Training
Coordinator Dale Mashuga, was the lead instructor for the training burn
held on July 14, 1998. Mr. Mashuga had made contact with the owner of the
property to conduct the training burn at that site.

The owner of the site had made contact with the Elk River Fire Department,
and after inspection of the barn it was decided that their was limited training
value for the Elk River Fire Department so we chose not to use one of our
1998 training burn permits for the barn on County Road 33. The Elk River
Fire Department has a limited amount of burning permits allotted to the Fire
Department for structural training burns. The Fire Department is very
selective in deciding which structures meet our criteria to be used for Fire
Department training.

The Anoka Vo-Tech contracted with the Elk River Fire Department to have
firefighting personnel and trucks on-site as back-up in case of any potential
grass fires due to the burning of the structure at County Road 33. Mr.
Mashuga from Anoka Vo-Tech was in control of the training burn on that
evening and the Elk River Fire Department participated only as back-up
assistance in case extinguishment was needed on a possible grass fire near
the area of the barn.

If you have any questions please feel free to call me at the Elk River Fire
Department, 441-4919.
