MAY-]B-2002 08:SgAM FEOM-ERMU 783-441-80gg T-gS] P.004/005 F-241

Page 4
Regular meeting of the Elk River Municipal Utilities Commission
May 14, 2002

James Tralle moved to adopt Option 2 of the 2002-2003 Salary Increase Options,
without the additional 457 plan. George Zabee seconded the morion. Motion carried 2-1.
John Dietz voting nae.

5.6 Review On Call Reporting Distance

Presently, the ERMU employee handbook requires the On-Call employees to live within
a 10 mile radius of the power plant. Exceptions will be heard by the Utilities' Commission.
An employee has made a request to buy a house 10.3 miles from the power plant.
Verification has been made, that the paging system and on-call cell phone has good reception
at proposed residence.

John Dietz moved to approve the request for an exception to the 10 mile radius of the
power plant. George Zabee seconded the motion. Motion carried 3-0.

5.7 Booster Station - Easement vs. Purchase

During the process of recording the deed for property acquired to relocate a booster
station, it was discovered that there were additional requirements for land purchase, including
a certificate of survey, and variances from the Planning Commission and City Council
because the lot size is less than 122,000 square feet. An alternative to the restrictions would
be to obtain an easement, rather than purchase. The land owners have agreed to an easement
at the same price as the purchase, in the amount of $3,500.00.

John Dietz moved to approve changing the purchase of the property to relocate a
water booster station to an easement, at the agreed upon price of $3,500.00. George Zabee
seconded the motion. Motion carded 3-0.

6.1 Review Snowbird Water Policy

The policy of ER_MU has been to render water accounts, as welI as sewer charges
inactive for people who leave for the winter months. The policy is unwritten at this time.
Commission, and Staffdiscussed the policy.

James Tralle moved to discontinue the policy of rendering water, and sewer accounts
inactive during the months customers are away from their homes. John Dietz seconded the
motion. Motion carried 3-0.
