The enclosed proposal details our key staff expertise and previous experience with <br /> similar projects and provides a summary of value added features for your project. <br /> Familiarity with Wastewater Treatment Facility—The City of Elk River hired Bolton&Menk to <br /> complete the Facility Plan and also assist with the NPDES permitting documents in 2012.Bolton&Menk <br /> has the most recent experience with the Wastewater Treatment Facility (WWTF)and we also have a <br /> strong understanding of the needs of the facility. In addition,we have developed a relationship with City <br /> staff and continuity would be maintained in hiring Bolton&Menk which will allow us to hit the ground <br /> running. This continuity is especially important as we continue to work with the various entities involved <br /> with the Great River Energy option. <br /> Environmental Expertise and Insight—Bolton&Menk,Inc.has the largest regional environmental <br /> staff consisting of 33 members,including 18 engineers with M.S. or Ph.D. degrees. Our design team has <br /> worked on over 150 wastewater planning,design and construction projects over the past 10 years and our <br /> team has worked together successfully for the past 20 years.All of this experience makes us uniquely <br /> qualified for this project and collectively,this experience will be available to the City of Elk River. <br /> Funding Opportunities—Bolton&Menk is proactive in positioning our clients to receive funding and <br /> we have been extremely successful in obtaining low interest loans and grant dollars for our client's <br /> projects.We understand these programs,the requirements, and the timelines required and position our <br /> clients to take advantage of these programs. Through the work we completed on the facility plan,the City <br /> of Elk River is in position to obtain low interest loan dollars through the Clean Water Revolving Fund <br /> and is also eligible for grant dollars associated with the Phosphorous Reduction Grant Program. <br /> Minnesota Pollution Control Agency Relationship —Bolton&Menk has a strong working <br /> relationship with the Minnesota Pollution Control Agency(MPCA) and through the design and <br /> construction process we will be working with the MPCA for permit modification,Environmental <br /> Assessment Worksheet(EAW) and non-degradation review. Even though we have a good working <br /> relationship with MPCA staff,we will ensure that we will be a strong advocate for the City of Elk River <br /> in our communications with the MPCA.
