Elk River z
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Troy Adams, P.E. —General Manager
John Dietz—Chair
Al Nadeau—Vice Chair
Daryl Thompson—Trustee
MEETING DATE: AGENDA ITEM NUMBER:
April 9, 2013 5.3
SUBJECT:
MnWarn Water System Mutual Aid Membership
BACKGROUND:
Elk River Municipal Utilities currently has a mutual aid membership with Minnesota Municipal
Utilities Association(MMUA) for the electric department, but does not have any type of service
for the water department.
DISCUSSION:
Minnesota's Water/Wastewater Agency Response Network(MnWarn) is a formal emergency
response program. The League of Minnesota Cities' attorneys wrote a template agreement for
utilities/cities to sign to apply for this service. Once ERMU participates in this program, all of
the legal documents, such as insurance, would already be in place if mutual aid was needed.
MnWarn would also provide ERMU a list of utilities that would be able to assist with mutual aid.
The template that is currently written is geared more towards a city than a utility. ERMU staff
would have legal counsel make the necessary changes to be accurate for a utility and
commission.
ACTION REQUESTED:
Staff recommends the Commission approve the mutual aid agreement with MnWarn pending
legal counsel's changes.
ATTACHMENTS:
• Minnesota's Water/Wastewater Agency Response Network Mutual Aid Agreement
• MnWarn Brochure
RI 3 11111NATURE/ 811 er Page 1 of 1 J
Reliable Public p o w r r r o i s Sru
Power Provider
