Proposed Council Liaison Policy— DRAFT 5/6/13 <br /> Annually, the City Council shall appoint one Council Member as an ex-officio member without <br /> voting rights to each of the following commissions: Planning, Parks &Recreation,Heritage <br /> Preservation, and the Library Board. In the role of Council Liaisons, Councilmembers shall: <br /> 1) Attend all meetings and act as a conduit and resource for information by and between the <br /> Council and the Commission. <br /> a. S/he may openly participate in discussion/deliberation on matters,but not advocate <br /> for a personal position on items under consideration. <br /> b. S/he may provide information regarding the Council consensus, deliberation or <br /> direction. <br /> 2) Provide periodic reports to the Council on the activities of the respective Commission. <br /> 3) Serve as a liaison between the Council and the Commission for a determined length of term <br /> established at the time of appointment. <br /> 4) Only testify or submit written comments for the official record at a Public Hearing after <br /> prefacing their comments with a statement that they are speaking on their own behalf as a <br /> resident and not in their capacity as an elected official. <br /> Current City Policy <br /> 12. Council Liaison <br /> The Mayor shall appoint one Council Member as an ex-officio member without voting rights to <br /> each of the following commissions: Planning Commission, Parks and Recreation Commission, <br /> Heritage Preservation Commission,and the Library Board. The Council Member shall serve as <br /> liaison between the Council and the commission for a determined length of time established at the <br /> time of appointment. <br />
