By initiating the process to update your Comprehensive Plan, the City of Elk River has
taken the stance that they are interested in creating the picture on the puzzle box. You have made the
commitment to update your plan to help guide City leaders in making decisions concerning land use,
transportation, economic development, and parks and recreation.
Your consultant team should also share in this vision and should be working with the City to establish
these long-range plans and ensure that current planning and development projects have a positive impact
for your community. The City of Elk River's needs will be best met through a partnership with a
consulting team that can offer innovative, efficient, and effective service delivery; who can see the full
picture on the puzzle box; and can provide City leaders with the framework to guide planning efforts.
WSB is that consulting team.
I will lead the WSB team, coordinate all work, and be your main point of contact. Contact information for
the team is as follows:
Kelsey Johnson, AICP, Community Planner
WSB & Associates, Inc.
701 Xenia Avenue South, Suite 300
Minneapolis, MN 55416
(763) 287-8521 1 kjohnson @wsbeng.com
Our team brings extensive experience in preparing comprehensive plans. In preparing the information
provided in this proposal, we have highlighted a few clear differentiators between WSB and our
competition, including:
• Our proposed team is the right fit for the City of Elk River.
We are confident that we have put together the "A-Team" to assist the City of Elk River with the
update of your Comprehensive Plan.
