Hire WSB and Associates to complete the 2013 Comprehensive Plan update. <br /> 2. Identify and appoint two Councilmembers to serve on the Citizen Advisory Committee. <br /> BACKGROUND/DISCUSSION <br /> Included in the 2013 budget were funds to complete an update to the 2004 Comprehensive Plan. The <br /> Council authorized the advertisement of Request for Proposals in February. Of primary importance for <br /> staff was the public communication process proposed. <br /> The city received five proposals, ranging in cost from $68,446 to $79,782. All proposals were under the <br /> $80,000 budgeted. <br /> An independent,internal review of the proposals was completed by Planning Division staff. WSB <br /> received unanimous support as the first choice due in part to their proposal organization and clarity,their <br /> public interaction component, and the cost. WSB was the low bid. WSB completed the AUAR for the <br /> Focused Area Study in 2011. <br /> Representatives from Parks and Recreation, Police,Fire, and Community Operations and Development <br /> met with WSB on April 29 to discuss the project and outline initial steps, should they be hired. <br /> Highlights of the proposal: <br /> • In approximately nine months, seven Citizen Advisory Committee meetings,two open houses, <br /> and four internal Project Advisory meetings,plus two Planning Commission and two City <br /> Council meetings at the time of adoption. <br /> • The final plan will include a series of action steps/implementation strategies that staff feels is <br /> important in using the plan. <br /> • Public information communicated to residents and interested parties via WSB-prepared <br /> information for the website,ERtV Cable Channel 12, Facebook,Twitter,newsletter articles, <br /> bookmarks, etc. <br /> • A Citizen Advisory Committee initiated and tasked as representatives of the public in the formal <br /> review of each document section,to participate in the discussion of goals and in vision <br /> N:\Public Bodies\Agenda Packets\05-06-2013\8.1 sr Comp plan 5-6-13X.docx Na U R E <br />
