PLEASE NOTE: THIS REPORT OF THE COMMITTEE OF THE WHOLE IS IN "DRAFT" <br />FORM AND ARE NOT TO BE PUBLISHED IN ANY MANNER, UNTIL THE COMMITTEE <br />MEMBERS HAVE REVIEWED AND APPROVED THEM <br /> <br />NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br />Regular Meeting Minutes <br /> June 4, 1998 <br /> <br />The Northstar Corridor Development Authority met on June 4, 1998, at the Sherburne County Government <br />Center in the City of Elk River, Minnesota. <br /> <br />The following members, alternates and citizens were present: Steve Billings, Jim Dickinson, Hank <br />Duitsman, Gerry Donlin, Dan Erhart, Gary Erickson, Tom Gamec, Paul Goenner, Duane Grandy, Natalie Haas <br />Steffen, Gary Hammer, Scott Harlicker, Sonja Hayden Berg, Tim Howe, Jerry Leese, Terry Nagorski, Jerry <br />Newton, LeRoy Pauley, Ken Paulson, Tom Ryan, Lewis Stark, Mark Stenglein, Al Seppelt, Richard Turch, Betsy <br />Wergin, Tim Yantos, Mary Richardson, David Loch, Elliot Perovich, Gary Erickson, Jim Barton, Brian Roper, <br />Tom Cruikshank, Rick Speak, El Tinklenberg, Stephanie Eiler, Mary Beth Christensen, Mike Christensen, Lynn <br />George, Dick Wolsfeld and Elizabeth Colburn of BRW, Inc. <br /> <br />The following members and alternates were absent: Pete Beberg, Erv Danielowski, Walt Fehst, Roger <br />Fraser, Mark Freeburg, Ray Friedl, Daniel Goggins, Jon Haukaas, Don-Jolly, Thomas Madigan, Paul McCarron, <br />Robert Monk, John Norgren, Ewald Peterson <br /> <br />o <br /> <br />Chairperson Wergin called the meeting to order at 4:40 p.m. <br /> <br />A motion was made by Sonja Hayden Berg, seconded by Duane Grandy and carried unanimously to <br />ratify the Report of the Committee of the Whole from the meeting held on <br />May 7, 1998, to the NCDA as presented. <br /> <br />Tim Yantos updated the Committee on the status of the Federal Legislation - Transportation Equity Act - <br />21 (TEA 21) Bill (formerly known as the ISTEA Bill) indicating that the Bill has been passed by the <br />House and Senate and is currently waiting for President Clinton's signature. <br /> <br />Dick Wolsfeld, BRW, presented an overview of the Major Investment Study (MIS) conducted by BRW <br />including the project schedule, costs, and responsible parties for the system. The project schedule was <br />distributed. Considerable discussion was held on the amount and type of "public involvement", <br />including the proposed City/County/Township Planning Forum. <br /> <br /> <br />
