The planned <br />rebate program will rebate franchise <br />fee payments during the assessment <br />period, minimizing a "double billing" <br />situation. Total street reconstruction <br />costs are currently shared, 1/3 <br />assessed to property owners and 2/3 <br />paid by the city, generally after <br />borrowing money (bonding) and paid <br />through the general tax levy. In effect, <br />2% of your annual city property tax <br />pays the city share. To meet street <br />upcoming improvement needs without <br />a franchise fee, the city will need to <br />increase the property tax component <br />by 4% to an estimated 6% of your <br />annual city tax bill.
