This same <br />idea has been discussed at past <br />legislative sessions but has yet to be <br />passed and signed into law. <br />As a city we are not trying to pull a <br />"reverse end around" but rather be <br />fully transparent and informative of the <br />reason the franchise fee is being <br />considered.
