Elk REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor and City Council 4.5 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Consent Aril 15, 2013 Justin Femrite,P.E. <br /> ITEM DESCRIPTION REVIEWED By <br /> Set Assessment Hearing Date for 2013 Street Improvement Suzanne Fischer, COD Director <br /> Project REVIEWED BY <br /> Cal Portner, City Administrator <br /> ACTION REQUESTED <br /> Adopt by motion the attached resolution setting May 20, 2013, as the Assessment Hearing date for the <br /> 2013 Street Improvement Project. <br /> BACKGROUND/DISCUSSION <br /> Portions of the 2013 Street Improvements Project will require assessments to benefiting properties <br /> regardless of the decision to implement the franchise fee to fund the Pavement Management Program. If <br /> the franchise fee is adopted,the only portions of the project that will be assessed are those areas where <br /> the wear course paving is being completed in unfinished developments. If the franchise fee is not <br /> adopted,assessments will need to be levied on properties in all project areas as originally proposed in the <br /> Feasibility Report. <br /> The schedule for the project is as follows: <br /> • Neighborhood Open House Dec. 13. 2012 <br /> • Feasibility Report approved by City Council Jan. 7, 2013 <br /> • Public Hearing/Project Ordered Feb. 4, 2013 <br /> • Approve Plans/Authorize Bids March 4, 2013 <br /> • Open Bids April 11, 2013 <br /> • Assessment Hearing/Award Contract May 20, 2013 <br /> • Construction June—Oct. 2013 <br /> FINANCIAL IMPACT <br /> The bids for the project were opened on April 11. The apparent low bid for construction was in the <br /> amount of$3,248,794.16. This construction amount, combined with approved engineering and <br /> administration costs of the project,is below the total cost of$3,685,000 as presented in the Feasibility <br /> Report. A full review of the bids and final cost breakdown will be refined and recommended for award <br /> of contract at the May 20, 2013, Council meeting.
