controls, media, and the chlorine feed system will be evaluated. Modifications to the
chlorine feed system shall include an inline chlorine analyzer to protect against over
chlorination.
It is proposed that the City reevaluate the filter capacity in the future, when the peak
hourly flows to the facility reach 90 percent of the capacity of the existing filters.
4.2.2.9. Disinfection
Capacity of the existing UV system at PHWW flow is 3.0 MGD which is 4.27 MGD
short in capacity for Design Option No. 2. An existing channel is available for
installation of new UV equipment to double the current capacity. However, this addition
will not meet the future demands for Design Option No. 2. In order to meet the future
demands new UV units would need to be installed in both channels. The new UV units
would need to provide a higher intensity than the existing unit in order to increase the
total capacity to meet design requirements. Additional improvements would include
replacing the effluent weir on the existing UV channel with a fixed depth finger weir.
4.2.2.10. Electrical/Controls
The existing control system does not include a central control system for the entire
wastewater treatment facility. Upgrades to the control system will include a new control
building with a centralized control system that will allow the operators to monitor and
control all units of the treatment process from one location. A new control building and
garage area is needed since the activated sludge process will require removal of the
existing control building and garage space. The new control building will house the
upgraded control system and will also include laboratory and garage areas.
4.3 Biosolids Treatment Process
This section discusses four alternatives for biosolids handling which are pumping biosolids to
Great River Energy (GRE), expansion of the existing anaerobic treatment system, heat drying,
and regionalization.
City of Elk River—T12.104758 Page 24
Wastewater Treatment Facility Plan Prepared by Bolton&Menk,Inc.
