4.2.1.8. Filters
The existing gravity filters have a design flow of 7.0 MGD and will have adequate
capacity to meet the PHWW flow of 5.68MGD for the design year 2035. To optimize
filter operation, modifications of the filter controls, media, and the chlorine feed system
will be evaluated. Modifications to the chlorine feed system shall include an inline
chlorine analyzer to protect against over chlorination.
4.2.1.9. Disinfection
Capacity of the existing UV system at PHWW flow is 3.0 MGD which is 2.67 MGD
short in capacity for Design Option No. 1. To meet the design requirements, new UV
equipment would need to be installed in the existing spare channel which would increase
the total capacity at PHWW flow to 6.0 MGD. Additional improvements would include
replacing the effluent weir on the existing UV channel with a fixed depth finger weir.
4.2.1.10. Electrical/Controls
The existing control system does not include a central control system for the entire
wastewater treatment facility. Upgrades to the control system will include a new control
building with a centralized control system that will allow the operators to monitor and
control all units of the treatment process from one location. A new control building and
garage area is needed since the activated sludge process will require removal of the
existing control building and garage space. The new control building will house the
upgraded control system and will also include laboratory and garage areas.
4.2.2. Design Option No. 2
Detailed descriptions of the improvements for each unit process for Design Option No. 2
are presented in the following sections. An updated site plan with the needed
improvements is present in Figure 4.3. The process flow diagram for Design Option No.
2 is identical to the process flow diagram for Design Option No. 1 which was presented
in Figure 4.2.
City of Elk River—T12.104758 Page 20
Wastewater Treatment Facility Plan Prepared by Bolton&Menk,Inc.
