SECTION 4.0 WASTEWATER TREATMENT FACILITY IMPROVEMENTS <br /> 4.1 General <br /> In the following paragraphs, several categories of alternatives are given general consideration. <br /> Potentially feasible alternatives will be further evaluated. <br /> Generally, alternative solutions include: 1) optimum operation and/or expansion of existing <br /> facilities; 2) regionalization; 3) construction of a new facility. <br /> 4.1.1. Optimum Operation/Expansion of Existing Facilities <br /> The existing facility has operated successfully at loads that have exceeded the current <br /> rated organic treatment capacity. The existing facility operations can be modified or <br /> expanded to meet the treatment levels required. <br /> 4.1.2. Regionalization <br /> This category includes the possibility of diverting wastewater from the City to a <br /> wastewater treatment facility of a nearby community. <br /> Due to the distance associated with regionalizing in comparison to the magnitude of the <br /> required plant expansion, regionalization was not considered feasible at this time. <br /> 4.1.3. Construction of a New Facility <br /> The current facility is a mechanical treatment facility with continuous discharge including a <br /> main lift station, mechanical screen, primary clarifiers, chemical feed, final clarifiers, sand <br /> filters, UV disinfection, and biosolids facilities. The plant has received upgrades over the <br /> years with the most recent upgrade done in 2005. Most of the plant components are in <br /> excellent condition. <br /> At this time, it is not feasible to abandon the existing treatment facility and construct a <br /> new facility as many of the unit processes are in good condition and can be utilized to <br /> meet the proposed design flows and loadings.
