2.3 Customer/User Projections Several methods exist which are used to predict population trends for cities such as Elk River. Historical city and county population trends are reviewed. Mathematical projections can be performed including arithmetic, geometric, and linear regression methods. Often, a combination of methods, along with local intuition and State Demographic data are involved in any sort of future population estimate. The City of Elk River only serves a portion of its total population for sanitary sewer needs. Therefore, the number of users was projected based on land use within the urban service area and areas intended to be added to urban service area for the design year 2035. To project the number of users for various land use classifications, the standard user/acre or flow/acre was used. Table 2.1 shows various assumptions used and the projected number of users for the design year 2035 for the urban service area and outside the urban service area.
