Improvements to the biosolids handling facility would include provisions to pump sludge to Great River Energy(GRE)for
processing. In return, GRE would require the Elk River WWTF to take clarifier water from GRE for treatment. Clarifier flows
from GRE would be approximately 150,000 gpd which is fairly insignificant at the future design flows for the Elk River WWTF.
Since GRE would accept untreated biosolids, the Elk River WWTF could abandon the existing biosolids treatment process and
utilize the existing infrastructure to support pumping of biosolids to GRE. This would include addition of an aeration system in
the existing digester and sludge storage tank so they could be used as aerated storage for biosolids that are to be pumped to
GRE. Pumping and piping modifications would also be required to pump biosolids to GRE.
c. Explain the project purpose; if the project will be carried out by a governmental unit, explain the need for the project and identify
its beneficiaries.
The purpose of the project is to increase the treatment capacity of the Elk Rlver(WWTF)to accommodate residential and
commercial growth.
d. Are future stages of this development including development on any outlots planned or likely to happen? ® Yes ❑No
If yes, briefly describe future stages, relationship to present project, timeline and plans for environmental review.
Further expansion of the facility may be required in the next 10-15 years if flows increase to the facility. Any new construction
would stay within the current property boundaries of this project. The environmental review process will be initiated when
further facility upgrades are necessary.
e. Is this project a subsequent stage of an earlier project? ® Yes ❑ No
If yes, briefly describe the past development, timeline and any past environmental review.
Original construction of the wastewater treatment facilty was done in 1977 with the most recent upgrade coming in 2005. The
environmental review for the 2005 improvements concluded that the facility would not have any significant impacts on the water
quality of the receiving water. It also concluded that there were no endangered or threatened species that were known to be
located near the Elk River WWTF.
5. Land use. Describe current and recent past land use and development on the site and on adjacent lands. Discuss project
compatibility with adjacent and nearby land uses. Indicate whether any potential conflicts involve environmental matters.
Identify any potential environmental hazards due to past site uses, such as soil contamination or abandoned storage tanks,
or proximity to nearby hazardous liquid or gas pipelines.
The improvements would be done on the site of the existing facility.
