-CODE OF ORDINANCES <br /> Chapter 78- UTILITIES <br /> ARTICLE III. -SEWERS AND SEWAGE DISPOSAL <br /> DIVISION 2. -SEWER USE AND DISCHARGE REQUIREMENTS <br /> Subdivision III. - Discharge Restrictions <br /> Sec. 78-153. - Prohibited discharges. <br /> No person shall discharge or cause to be discharged, directly or indirectly, any of the following <br /> described substances to any public sewer: <br /> (1) Any liquids, solids, or gases which by reason of their nature or quantity are, or may be, sufficient <br /> either alone or by interaction with other substances to cause fire or explosion or be injurious in <br /> any other way to the wastewater disposal system or to the operation of the system. Prohibited <br /> materials include, but are not limited to, gasoline, kerosene, naphtha, benzene, toluene, xylene, <br /> ethers, alcohols, ketones, aldehydes, peroxides, chlorates, perchlorates, bromates, carbides, <br /> hydrides and sulfides. <br /> (2) Any water or wastes containing toxic or poisonous solids, liquids or gases in sufficient quantity, <br /> either singly or by interaction with other wastes, to injure or interfere with any sewage treatment <br /> process, to constitute a hazard to humans or animals, to create a public nuisance, or to create <br /> any hazard in a wastewater treatment works. A toxic pollutant shall include, but not be limited <br /> to, any pollutant identified pursuant to section 307(a)of the Act. <br /> (3) Any water or wastes having a pH lower than 5.5 or having any other corrosive property capable <br /> of causing damage or hazard to structures, equipment and personnel or the wastewater <br /> treatment works. <br /> (4) Solid or viscous substances, either whole or ground, in quantities or of such size to be capable <br /> of causing obstruction to the flow in sewers or other interference with the proper operation of the <br /> wastewater treatment works, including, but not limited to, ashes, cinders, disposal diapers, <br /> glass grinding or polishing wastes, stone cutting or polishing wastes, sand, mud, straw, <br /> shavings, metal, glass, rags, feathers, tar, plastics, wood, underground garbage, whole blood, <br /> paunch manure, hair and fleshings, entrails, and sanitary napkins, paper dishes, cups, milk <br /> containers and other paper products. Solids shall have a maximum allowable diameter of three <br /> inches. <br /> (5) Noxious or malodorous liquids, gases or substances which either singly or by interaction with <br /> other wastes are sufficient to create a public hazard to life or are sufficient to prevent entry into <br /> the sewers for their maintenance and repair. <br /> (Code 1982, § 1300.02(7)) <br /> Sec. 78-154. - Restricted discharges. <br /> No person shall discharge or cause to be discharged, directly or indirectly, the following described <br /> substances to any public sewer, unless, in the opinion of the city, such discharge will not harm the <br /> wastewater treatment works or cause obstruction to the flow in sewers or otherwise endanger life, limb or <br /> public property or constitute a nuisance. In forming its opinion as to the acceptability of these wastes, the <br /> city may give consideration to such factors as the quantities of the subject wastes in relation to flows and <br /> velocities in the sewers, the nature of construction of the sewers, the nature of the sewage treatment <br /> process, the capacity of the sewage treatment plant, the degree of treatability of wastes in the sewage <br /> treatment plant, the city's NPDES permit, and other pertinent factors. The city may make such <br /> determination on a general basis or as to the discharges from individual users or specific discharges, and <br /> may prohibit certain discharges from individual users because of unusual concentrations or combinations <br /> which may occur.
