-CODE OF ORDINANCES <br /> Chapter 78- UTILITIES <br /> ARTICLE III. -SEWERS AND SEWAGE DISPOSAL <br /> DIVISION 2. -SEWER USE AND DISCHARGE REQUIREMENTS <br /> Subdivision I. - In General <br /> Subdivision I.- In General <br /> Sec. 78-91. - Definitions. <br /> Sec. 78-92. - Powers of enforcement officers. <br /> Sec. 78-93. - Liability for expense or damage caused by violation. <br /> Sec. 78-94. -Access to premises. <br /> Sec. 78-95. -Tests and sampling authorized. <br /> Sec. 78-96. - Methods for measurements, tests and analyses. <br /> Sec. 78-97. - Use of public sewers required. <br /> Sec. 78-98. - Repair of service connections. <br /> Sec. 78-99. - New connections prohibited unless sufficient capacity is available. <br /> Sec. 78-100. -Special agreements for acceptance of industrial waste. <br /> Sec. 78-101. - Private sewage disposal systems. <br /> Sec. 78-102. - Main and lateral sewer construction. <br /> Secs. 78-103-78-120. - Reserved. <br /> Sec. 78-91. - Definitions. <br /> The following words, terms and phrases, when used in this division, shall have the meanings <br /> ascribed to them in this section, except where the context clearly indicates a different meaning: <br /> Act means the Federal Water Pollution Control Act, also referred to as the Clean Water Act, as <br /> amended, 33 USC 1251 et seq. <br /> ASTM means the American Society for Testing Materials. <br /> BOD, denoting biochemical oxygen demand, means the quantity of oxygen utilized in the <br /> biochemical oxidation of organic matter, expressed in milligrams per liter, as determined in accordance <br /> with standard laboratory procedure as set forth in the latest edition of Standard Methods for the <br /> Examination of Water and Wastewater. <br /> Building drain means that part of the lower horizontal piping of a drainage system which receives the <br /> discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the <br /> building sewer, beginning five feet (1.5 meters)outside the inner face of the building wall. <br /> Building sewer means the extension from the building drain to the public sewer or other place of <br /> disposal, also called the house connection. <br /> City includes the city council and its authorized representatives. <br /> COD, denoting chemical oxygen demand, means the quantity of oxygen utilized in the chemical <br /> oxidation of organic matter, expressed in milligrams per liter, as determined in accordance with standard <br /> laboratory procedures as set forth in the latest edition of Standard Methods for the Examination of Water <br /> and Wastewater. <br /> Elk River, Minnesota, Code of Ordinances Page 2 <br />
