He felt that it would cause a decrease in property values in the <br />area. Greg Bossany, 304 Baldwin stated that he visited other sites and they were very dirty <br />and that he could hear the screeching tires from the operation. He stated that in the past, <br />kids had asked if they could smoke in his yard. <br /> <br />Adam Harrison, 11084 190th Avenue stated that he had visited and participated at Thunder <br />Alley, and there was no noise in the parking lot. <br /> <br />Ken Jordan, 18990 Twin Lakes Road, expressed concern about the hours of operation and <br />the potential to create a "kid hangout". <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend that the City Council approve the rezoning <br />request with the following findings: <br /> <br />APPROVAL OF THE ZONING REQUEST WILL NOT HAVE <br />ADVERSE IMPACTS ON ADJACENT USES. <br /> <br />THE ZONING REQUEST IS CONSISTENT WITH THE LAND USE <br />DESIGNATION OF THE COMPREHENSIVE PLAN. <br /> <br />Staff and the Planning Commission recommend that the City Council approve the <br />conditional use permit request with the following conditions: <br /> <br />THE GO-KART OPERATION SHALL COMPLY WITH ALL OF THE <br />BUILDING AND FIRE CODE REQUIREMENTS, INCLUDING <br />PROVIDING ADEQUATE PARKING LOT LIGHTING. <br /> <br />2. THE APPLICANT SHALL POST AND ENFORCE THE CITY OF ELK <br /> RIVER'S CURFEW REQUIREMENTS. <br /> <br />Be <br /> <br />THE EMPLOYEES SHALL POLICE THE GROUNDS AND NOTIFY <br />THE POLICE DEPARTMENT IF THERE ARE PROBLEMS INSIDE OR <br />OUTSIDE OF THE BUILDING. THE GROUNDS SHALL BE KEPT <br />FREE OF LITTER AND DEBRIS. <br /> <br />4. THERE SHALL BE NO SALE OF CIGARETTES. <br /> <br />5.
