Petition <br /> <br />Dear members of the Elk River City Council: <br /> <br />We, the undersigned, strongly disagree with the Elk River Planning Commissions recommendation to <br />change the zoning of the building formerly known as Ron's Foods from R4 (Multiple Family Residential) to <br />C3 (Highway Commercial), Case No. ZC02-06. We also strongly disagree with the Elk River Planning <br />Commission's recommendation to grant a Conditional Use Permit for a commercial recreational facility <br />(Indoor. Go-Kart track w/video games), Case No. CU 02-16. <br /> <br />We believe that the city's, comprehensive plan for development, is correct by having the building formerly <br />known as Ron's Foods zoned as R4. We believe that the city's original intent for the R4 zoning was to <br />provide protection for the hundreds of people who live in apartments and private homes, adjacent to the <br />building from being subject to inappropriate conditional use permits, such as an indoor Go-Kart track with <br />video games. We believe that a facility of this type may be appropriate in a non residential location. For <br />example, a similar facility known as Thunder Alley Indoor Speedway, which is located in Brooklyn Center <br />at 5930 Earl Blown Drive, is located in a former K Mart store. <br /> <br />We strongly believe that the hundreds of people who live in the individual family homes and apartment <br />residences near the proposed facility are being put in jeopardy by a business that is not neighborhood <br />f, dendly for the following reasons: <br /> <br />1. Increased congestion from added people in the area during the afternoon, <br />Evening and late at night. <br />2. Increased traffic congestion from cars during the afternoon, evening and late at night. <br />3. Increased noise from cars driving around the facility and in the neighborhood, because of roadng <br />engines and squealing tires. The neighborhood is already congested from existing traffic. <br />4 Increased noises from unsupervised teenagers on the grounds of the facility dudng the afternoon, <br />evening and late at night. <br />5. Increased debris such as paper, cigarettes, food wrappers, and pop cans in the neighborhood from <br />unsupervised teenagers milling around the parking area and neighborhood while the facility is in <br />operation. <br />6. Increased safety concerns pertaining to potential physical harm to area residents caused from <br />unsupervised teenagers milling around the parking area and neighborhood while the facility is in <br />operation. <br />7. Increased potential of damage to property caused from unsupervised teenagers milling around in <br />the parking area and neighborhood while the facility is in operation. <br />8. Increased potential of illegal drug use by unsupervised teenagers while the facility is in operation. <br />9. Increased potential of gang violence by unsupervised teenagers while the facility is in operation. <br />10.
