Mayor Klinzing and Councilmember Morin stated they understood the need for the ordinance but felt it was overly broad and had concerns with staff applying some of the conditions on smaller events held in the city. They had a concern with staff interpretation of the ordinance in the future and that the application process may be burdensome. The Council concurred that there shouldn't be any application fees but agreed on deposit fees in order to cover items such as police, fire, and waste management services. L]
