Reroofing Permits (page 5) <br />Fee increased to more accurately reflect actual costs. <br />Sanitary Sewer User Fee and Sewer Access Charge (SAC) (page 6) <br />These fees were reviewed by the Council during budget review of the Sanitary Sewer Fund. The fee is <br />proposed to increase by 2% and the Sewer Access Charge is proposed to increase by 2 %. <br />Surface Water Management Impact Fee (page 6) <br />Increases 3% annually per Council Resolution 94 -110. <br />Tax Abatement and Tax Increment Financing (page 6) <br />Fees for these programs have been in place but were not previously listed in the fee schedule. <br />Fire Extinguisher Drop- off /Recharge Service (page 7) <br />The Fire Division has provided this service at no charge other than the vendor cost to recharge the <br />extinguishers. A $5 handling fee has been added to cover the city's costs in facilitating and processing the <br />service requests between the customer and the vendor. <br />Fireworks (page 8) <br />Fee increased to more accurately reflect actual costs. <br />Rental Dwelling License (page 8) <br />The rental dwelling license fee is combining the license and inspection fee into one to simplify processes <br />and decrease confusion. There is no fee increase for a single- family home. The apartment building fee <br />increases slightly to keep up with the cost of time spent on these buildings during the inspection process. <br />As an example, a 20 -unit apartment would pay $385. <br />A grace period on the double fee for rentals taking place before licensure wouldn't take effect until July 1, <br />2013, in order to allow staff to communicate this to the community. This item is similar to the fee for <br />construction work that begins without a permit. <br />Driver's License Fee (page 8) <br />Fee is removed as residents must go to the state for this request. <br />The Elk River Municipal Utilities Commission approved their fees on October 11, 2011.
