No other action is needed on this item. <br /> BACKGROUND/DISCUSSION <br /> The City of Elk River was required by the Minnesota Pollution Control Agency (MPCA) to apply for the <br /> National Pollutant Discharge Elimination System General Storm Water (NPDES) Permit in 2003. This <br /> permit requires the city to hold annual public meetings regarding the Best Management Practices (BMP) <br /> used and the measurable goals achieved in each of the following Minimum Control categories: Public <br /> Education and Outreach;Public Participation/Involvement; Illicit Discharge Detection and Elimination; <br /> Construction Site Runoff Control;and Pollution Prevention/Good Housekeeping. <br /> In 2012,the City of Elk River met goals in each category. The following are some examples: <br /> • Adoption of the Coal Tar Based Sealant Ordinance on August 13,2012. <br /> • Inspections of all storm drain infrastructure and prioritization list completed by the Street <br /> Department. <br /> • Girl Scouts painted storm drains in celebration of"National Girl Scout Centennial Day of <br /> Service" on October 13, 2012. <br /> • Andrew Elmquist restored the retention pond at the intersection of Joplin Road and Business <br /> Center Drive for his Eagle Scout Project. <br /> • Website link to storm water related information. <br /> • A Stormwater survey was sent to all residents with their utility bills. <br /> • Continuance of licensing lawn care professionals. <br /> • Inspections of building sites to ensure proper erosion control measures are being taken. <br /> • Maintenance of storm drains (20%required each year) including the pond near Time Out. <br /> • City environmental administrator sits on the Minnesota Stormwater Steering Committee Board <br /> through the League of MN Cities. <br /> • Staff has studied 10 +/- areas for possible installation of additional BMP's. <br /> m i t o 9 4 <br /> N:\Public Bodies\City Council\Council RCA\Agenda Packet\01-22-2013\Action Requested-2012 Annual Mtg.docx NATURE <br />
