All participants', organizations,parents and coaches are expected to support this philosophy and follow <br /> the National Standards for Youth Sports established in this policy and endorsed by the National Alliance <br /> for Youth Sports (Attached- Exhibit B). Nine standards are recommended and detailed in Exhibit B as <br /> follows: <br /> • Standard# 1 Quality Sports Environment <br /> • Standard#2 Sports participation should be FUN <br /> • Standard#3 Training and Accountability <br /> • Standard#4 Screening Process <br /> • Standard#5 Parent's Commitment <br /> • Standard#6 Sportsmanship <br /> • Standard#7 Safe Playing Environment <br /> • Standard#8 Equal Play Opportunity <br /> • Standard#9 Drug,Tobacco,Alcohol and Performance Enhancer Free Environment <br /> B. The sports environment must be safe and well maintained. Prudent behavior by adults, <br /> especially involved in youth sports programs, is mandatory and expected by the City. <br /> G Since the demand is greater than the tax revenues available for support, it is necessary to charge <br /> for athletic fields. <br /> This philosophy will become the foundation and set the tone for the overall policies that staff and the <br /> Parks and Recreation Field&Facility Use Allocation Committee will continue to review and recommend. <br /> It will become the introduction portion of the Field&Facility Use Allocation Policy holding youth sports <br /> organizations accountable for youth sports. <br /> Staff is recommending the Parks and Recreation Commission adopt this philosophy for implementation <br /> into an overall policy for youth sports and field/facility usage. <br /> ATTACHMENTS <br /> • National Standards for Youth Sports (Exhibit B for future policy). <br /> Action Motion by Second by Vote <br /> Follow Up <br /> N:\Departments\Parks and Recreation\Commission\Packets\2012\12-12-12 PAC Packet\Item 72A youth sports philosophy RFAdocx <br />
