Park&Recreation Commission Minutes Page 3 <br /> October 10,2012 <br /> Commissioner Anderson concurred with Commissioner Niziolek in that the current <br /> ordinance should be followed in recommending park dedication be paid in full for the whole <br /> preliminary plat. <br /> MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY <br /> COMMISSIONER ANDERSON TO ACCEPT FULL PARK DEDICATION FOR <br /> THE 17.73 ACRES OF PRELIMINARY PLAT JABEZ AND NOT 8.05 ACRES. <br /> MOTION CARRIED 6-0. <br /> 9. Parks &Recreation Director Report <br /> Parks and Recreation Director,Michael Hecker thanked Mick Stoffers for her 27 years of <br /> service as the Elk River Librarian. <br /> Mr. Hecker shared the restructuring plan for staff at the Activity Center and that the Bank of <br /> Elk River has agreed to sponsor the 2013 Summer Concert Series for$14,000, along with <br /> other department updates. <br /> 10. Division Manager's Reports <br /> Recreation Manager, Steve Benoit reported that the Farmers Market concluded on October <br /> 4th and staff will review the program to determine how well the new location worked. <br /> Mr. Benoit shared the Activity Center Report,highlighting that September was National <br /> Senior Center Month and many additional programs were planned and well attended. <br /> 11.A. Capital Improvement Fund Discussion <br /> Parks and Recreation Director,Michael Hecker reviewed the updated 2013 Park <br /> Improvement Fund. City Council had reviewed it and has asked staff to prioritize the <br /> projects. <br /> Mr.Hecker explained a few of the updates. The Parks Master Plan will be split into two <br /> payments, due to the project being a two year process. The downtown parking lot retaining <br /> wall and Bailey Point amenities were moved to 2014. <br /> Mr. Hecker shared the updated Park Improvement Fund and listing out priorities of each <br /> project. <br /> Commissioner Niziolek stated that there needs to be a budget number the commission <br /> members can work from to recommend prioritized projects. <br /> Mayor Dietz stated that the City Council will decide how much money the department <br /> receives and the commission recommends its priorities. <br />
