Oty of <br /> El REQUEST FOR ACTION <br /> River <br /> TO ITEM NUMBER <br /> Mayor and City Council 9.4 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Administration January 7,2013 Tina Allard, City Clerk <br /> ITEM DESCRIPTION REVIEWED By <br /> Consider Cable TV Monitor Cal Portner, City Administrator <br /> REVIEWED BY <br /> ACTION REQUESTED <br /> Appoint by motion a cable monitor to run with the term of the Councilmember. <br /> A monitor doesn't have to be chosen as it may be possible that some Councilmembers may not have <br /> cable service in their neighborhoods. <br /> BACKGROUND/DISCUSSION <br /> The Sherburne Wright Cable Commission will pay for up to two city representatives to have cable service <br /> in Elk River for the purpose of monitoring channels and reporting problems to Charter Communications. <br /> Councilmember Motin is currently serving as a monitor.With Councilmember Zerwas'resignation, a new <br /> cable monitor can be appointed. <br /> As a Cable Monitor you are responsible for: <br /> •Reviewing all cable channels from 2 to 99 for appropriate video and audio quality <br /> o Video should be clear and match quality of other cable channels <br /> o Audio should be clear with no external noise <br /> •Specific monitoring of the government access channel—cable channel 12 <br /> o Video clarity <br /> o Audio clarity <br /> o Issues with the beginning or end of programs <br /> o Any noticeable problems <br /> •Act as a resource to determine whether cable issue is wide spread or confined to a specific area <br /> Problems should be reported to Jake Pace,the Government Access Cable Coordinator,as quickly as <br /> possible. Any outages should be reported immediately to Charter Communications.You'll need to be as <br /> specific as possible with information such as: <br /> •Channel(s)involved <br /> ▪Time problem occurred <br /> ▪Detailed description of occurrence <br /> •How long problem lasted <br /> •Any other pertinent information <br /> N:\Public Bodies\City Council\Council RCA\Annual First Meeting\Cable Monitor.doc <br />
