• RESOLUTION 12-06 <br /> A RESOLUTION OF THE ELK RIVER <br /> ECONOMIC DEVELOPMENT AUTHORITY <br /> RECOGNIZING CONTRIBUTIONS OF JERRY GUMPHREY SERVING ON THE <br /> ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY <br /> WHEREAS, On January 5, 2005, the Elk River City Council appointed Jerry Gumphrey to <br /> serve on the Elk River Economic Development Authority where Mr. Gumphrey <br /> served through January 2,2007, and was reappointed on January 3, 2011;and <br /> WHEREAS, During his tenure on the EDA,Mr. Gumphrey supported the EDA's Business <br /> Incubator Program which resulted in the establishment of Cymbet, a clean <br /> technology company who manufacturers eco-friendly batteries and employs 28 <br /> people; and <br /> WHEREAS, Mr. Gumphrey actively supported development of the Northstar Business Park <br /> which brought in three new businesses and allowed for the expansion of one <br /> existing Elk River business; and <br /> WHEREAS, His work resulted in the creation of over 527 jobs through the use of financial <br /> incentives like tax abatement financing to attract and support seven businesses <br /> within the community;and <br /> • WHEREAS, He was a stron g supporter of the Microloan Program,which provided$390,000 <br /> Pp � �wc p <br /> in funding to assist seven local businesses;and <br /> WHEREAS, In 2011, the EDA partnered with Elk River Energy City to utilize Energy City as <br /> an economic development tool through various marketing mediums and created <br /> the Energy Efficiency Improvement Microloan Program to encourage <br /> reinvestment through energy efficient rehabilitation;and <br /> WHEREAS, On September 12, 2011, the EDA approved the implementation of the Elk River <br /> Brand Plan, and on April 23, 2012, the EDA appointed Mr. Gumphrey to the <br /> Brand Champions Team;and <br /> WHEREAS, On November 7, 2011, Mr. Gumphrey was appointed to the Downtown <br /> Redevelopment Task Force to facilitate the Mississippi Connections <br /> Redevelopment plan approved by the City Council on December 3, 2012; and <br /> WHEREAS, On January 12, 2012, the EDA authorized funding to assist with the <br /> improvement costs associated with Nature's Edge Business Center industrial <br /> park, and <br /> WHEREAS Jerry Gumphrey's commitment, background and service has contributed to <br /> • create a strong and sustainable organization working to benefit the City of Elk <br /> River. <br />
