INFORMATION
City of MEMORANDUM
T_
River
TO: Mayor and City Council
FROM: Cal Portner, City Administrator
DATE: December 7, 2012
SUBJECT: Council Appointment Timeline
At the December 3, 2012, Regular Council Meeting, the City Council approved a resolution
declaring a vacancy in the Ward 1 Council Seat effective January 8, 2013 and directed staff to
prepare for an appointment to fill the seat.
Following is a tentative timeline for the process:
Week of December 10, 2012 City advertises/posts for candidates
Tuesday,January 8, 2013 Ward 1 Council Seat vacant
Thursday,January 10, 2013 Postcard mailed to Ward 1 residents
Tuesday,January 15, 2013 Application deadline
Tuesday,January 22, 2013 Council interviews candidates
Saturday,January 26, 2013 Citizen Forum #1
Monday,January 28, 2013 Citizen Forum #2
Monday, February 4, 2013 Appoint and swear-in new Councilmember
Information will be prepared and posted on the city's website and social media outlets as
well as advertised in the Elk River Star News. The postcard would inform residents of the
Citizen Forum to hear from candidates and provide input into the process.
The Council has a couple of options for initial interviews. January 22 is a regular meeting.
We can either work to have a light agenda and move to a work session for less public
interviews at 7 p.m.,with Council deliberations for finalists following, or host a panel
interview on camera at the beginning of the meeting allowing each candidate an opportunity
to answer questions. At the end of the regular meeting, the Council could adjourn to a work
session and consider the finalists for Citizen Forum(s).
I have identified two potential dates for the Citizen Forum. We can use one or both as the
Council desires. Monday,January 28 is not a regular meeting night.
The February 4 swearing-in is dependent upon the successful candidate being in attendance.
The Council could hold a special meeting on January 28 following the Citizen Forum to
nominate and appoint the new member and swear-in on February 4.
p0WIR10 6Y
NAfURE]
