FINANCIAL PICTURE •• <br /> Capital Projects <br /> • <br /> The fire department's long-term capital projects, including vehicle replacements, are <br /> included as part of the city's overall Capital Improvement Plan (CIP). Projects are <br /> reviewed on an annual basis. The next significant forecasted CIP purchase is the <br /> replacement of the department's aerial ladder in 2014, which is estimated to cost <br /> upwards of $1 million. A copy of the city's CIP is available online at <br /> www.ElkRiverMN.gov <br /> Revenue <br /> Through contractual agreements with the City of Otsego and Big Lake Township, the <br /> fire department provides fire, rescue and other emergency response services to our <br /> neighboring jurisdictions. These agreements generate approximately $200,000 in <br /> revenue for the city, which is about 1/3 the operating budget for fire administration/ <br /> operations. <br /> Through building and other permits, the Fire and Building Safety Division is forecasting <br /> revenue of $495,000 in 2013. <br /> State and National Comparisons <br /> According to a 2010 study by the Minnesota Taxpayers Association, fire protection is <br /> approximately $70.28 per capita in Minnesota compared to the national U.S. average of <br /> $137.83. On a local level, the per capita cost in for Elk River is roughly $21 (district <br /> wide), as represented in the chart below (excluding emergency management and <br /> building safety).
