Housing&Redevelopment Authority Page 2 <br /> December 3,2012 <br /> Tim Simon reviewed the staff report. He explained that the maximum duration of TIF <br /> District 16 is 25 years after the receipt of the first tax increment in 1999. Since the <br /> obligations of the TIF District will be fulfilled with the receipt of the second half of the 2012 <br /> tax increment in December,it is necessary to decertify the TIF District. The HRA is asked <br /> to approve a resolution approving the decertification. <br /> MOTION BY COMMISSIONER TOTH AND SECONDED BY <br /> COMMISSIONER KUESTER TO APPROVE RESOLUTION 12-02,A <br /> RESOLUTION DECERTIFYING TAX INCREMENT FINANCING <br /> DISTRICT NO. 16. MOTION CARRIED 5-0. <br /> 6. 2013—2016 Economic Development Strategic Plan <br /> Ms.Deckert presented the staff report. She stated that staff has updated the goals and <br /> objectives from the 2009-2012 Strategic Plan utilizing the recommendations,conclusions <br /> and goals identified in a number of plans that have been completed over recent years. These <br /> plans include: 1) 171st Focused Area Study;2) Citizen Satisfaction Survey;3)Branding <br /> Implementation Plan;4) Energy City Commission SWOT Analysis;5) Comprehensive <br /> Housing Market Study;and 6) Mississippi Connections Redevelopment Framework. <br /> Ms.Deckert reviewed the 2013-2016 priority objectives and strategies identified by staff and <br /> provided details: <br /> • Industrial Development <br /> • Redevelopment and Rehabilitation <br /> • Community Brand <br /> • Transportation <br /> Commissioner Toth asked how the Natures Edge Business Center is coming along. Ms. <br /> Deckert stated that she has been working with a few prospects interested in the lot. <br /> Additionally, the EDA is working on creating a loan program utilizing approximately <br /> $700,000 in federal funding to help promote city owned property which is anticipated to be <br /> complete early 2013. She stated that staff has numerous inquiries about the property and <br /> program. Ms. Deckert stated that the staff has also been working with CDI regarding the Z- <br /> shaped lot north of their property in the North Star Business Park. She noted that there is a <br /> potential buyer for the north end of this lot. Commissioner Toth asked what information <br /> has the city received regarding extension of the Northstar Corridor to St. Cloud. <br /> Commissioner Motin stated that he serves as the city's representative on the Northstar <br /> Committee,and there is no funding to extend the commuter rail to St. Cloud at this time. <br /> He explained that their discussions are more of a planning nature and does include adding a <br /> second rail,but the cost is extremely high. Chair Wilson asked if the issue is more on <br /> increasing ridership. Commissioner Motin stated that ridership is not what it was expected <br /> to be,and extending the Northstar Corridor to St. Cloud would add to the ridership. He <br /> noted there is a strong push from St. Cloud and the areas in between,with the exception of <br /> Clearwater,to extend services. <br /> Commissioner Kuester asked what the cost is for using Burlington Northern's railroad lines. <br /> Commissioner Motin stated that the cost is per minute using the rails and it is very high. He <br /> added that Burling Northern is in favor of allowing the second rail, but cost is the issue. <br />
