Hire a full-time deputy chief of operations and a deputy chief of training <br /> and safety. <br /> 3. Evaluate current and future administrative workloads and processes. <br /> 4. Expand leadership opportunities at all levels of the organization. <br /> 5. Develop job descriptions for all positions. <br /> 6. Refine/review a process for selecting and/or appointing officers. <br /> 7.
