ca HAZARD ANALYSIS <br /> z <br /> 3 <br /> In 2012, Sherburne County commissioned the development of a Hazard Mitigation <br /> D Plan. The plan, which is provided to the Federal Emergency Management Agency <br /> (FEMA), is a comprehensive study of the community's risks/vulnerabilities and contains <br /> et measures that communities plan on take to help prepare for, responds to, and recover <br /> from a disaster or large scale incident. <br /> Elk River is a key stakeholder in the plan, in large part due to the city's population, <br /> geographical location and the numerous risks/vulnerabilities located within the city <br /> limits. The following vulnerabilities were identified countywide, which have the <br /> potential to impact, directly or indirectly, the City of Elk River: <br /> • Tornados <br /> • Critical facility and infrastructure loss <br /> • Hazardous materials release <br /> • Power failures `' <br /> • Nuclear power plant incidents , t. , <br /> • Infectious disease outbreak r <br /> • Severe thunderstorms f <br /> • Drought <br /> • Flooding k � <br /> i <br /> • Wildfires <br /> • Landfill infrastructure leakage v <br /> • Lightning <br /> _ t , <br /> • Dam failure <br /> • Extreme temperatures <br /> • Aircraft incidents <br /> • Invasive species <br /> As first responders, the city's fire and police departments are committed and prepared <br /> respond to any natural disaster, accident or emergency situation. Many of the city's <br /> risks and vulnerabilities have a high likelihood of occurrence and have minimal warning <br /> time to the public, such as the case of severe weather. <br /> Based on the risk and vulnerability assessments, the county and local jurisdictions <br /> collaborated to develop and incorporate mitigation strategies into the final Hazard <br /> Mitigation Plan.
