HRA Minutes January 5,2004 Page 4 Ms. Steinmetz indicated that an update on the Central MN Housing Partnership's Life Cycle Housing Program was included in the Commissioners'packet. Ms.Steinmetz noted that staff will forward the Home Rental Rehabilitation Program information to Elk River apartment property owners and managers. Director of Economic Development Catherine Mehelich stated that there has been some participation in the program by local rental property owners in the past several years. 7. Discuss Update of Economic Development Strategic Plan Ms.Mehelich explained that it has been four years since the Economic Development Strategic Plan has been updated and that staff has included funds in the 2004 budget to update the plan. The Economic Development Strategic Plan provides a framework for the EDA,HRA and Council to work within and focuses staff energies on those priority areas important to the economic health of the City. Ms.Mehelich stated that the EDA supports an update to the plan and that preliminary plans include conducting two 4-5 hour work sessions;one in February or March,and a second in April or May. At the first session,a designated committee will review the previous plan; review the strengths,weaknesses,opportunities and threats (SWAT),and evaluate the City's progress on the existing plan. The second session will include reviewing the current priorities,setting new or modifying existing priorities,creating an implementation plan,and determining the next steps to implement the plan. • Staff will continue to update to HRA as to schedule dates and location for the work sessions. 8.
