The Plan recognized that the Old Town area was a <br />diverse blend of uses, styles, and characters, and further, a <br />focused study was necessary to identify, preserve and protect that <br />diversity. The following image indicates the Study Area in <br />relationship to the Old Town area. <br />The Old Town area, as defined in the 2004 Comprehensive Plan <br />includes several differing land uses, including high, medium, and <br />low density residential, Highway, Central and Office <br />Commercial. <br />The Plan is consistent with the Comprehensive Plan in that the <br />mix and balance of uses within the area are maintained, although <br />some realignment of infrastructure is necessary to ensure that the <br />land is developed to its highest and best use. <br />November 19, 2012 -Part I, page 14 - <br />
