Mayor and City Council/Park Dedication Fees <br />November 12, 2003 <br />Page 2 <br /> <br />Trail Reimbursement <br /> <br />On a related issue, the City has typically reimbursed developers for bituminous trail <br />construction. The current rate of reimbursement is $10 per lineal foot of trail. It is staff's <br />opinion that like sidewalks, trails that are required by the City should be a development cost <br />borne by the developer and ultimately by new homeowners. Staff recommended that the <br />Commission consider eliminating trail reimbursement to developers as part of its <br />recommendation to the City Council. <br /> <br />Park and Recreation Commission Action <br /> <br />The Commission discussed the need to increase the cash rates for park dedication at a faster <br />rate than in the past. They recognize the future needs of the park system for development <br />and, more importantly, acquisition of important segments of land. The Commission felt it <br />important to be consistent with neighboring communities whose rates are higher than ours. <br />The Commission voted unanimously to recommend the following rates for cash dedication <br />to the City Council for 2004: <br /> <br />Residential <br />Commercial <br />Industrial <br /> <br />$2,200 per dwelling unit <br />$4,500 per acre <br />$2,000 per acre <br /> <br />Recommendation <br /> <br />Staff and the Park and Recreation Commission recommend to the City Council that the <br />following park dedication cash rates be adopted for 2004: <br /> <br />Residential <br />Commercial <br />Industrial <br /> <br />$2,200 per dwelling unit <br />$4,500 per acre <br />$2,000 per acre <br /> <br />It is also recommended that the City Council eliminate trail reimbursement to developers for <br />the construction of bituminous trails in developments. <br /> <br />S:x~PLANNINGKMichele McPherson\PARKNREC\2004 Park Ded Fees 11 17 03 CC.doc <br /> <br /> <br />
