Mr. Pat Klaers <br />October 3, 2003 <br />Page Two <br /> <br />I anticipate that the WVVTP master plan will lay out a series of relatively expensive capital and <br />expansion improvements that need to be undertaken over the next 1 to 15 years. One of the key <br />components of funding these issues, especially WWTP expansion, is SAC charges. I am concerned <br />that if there is no adjustment to the SAC charge in 2004, it will require a more significant increase in <br />the SAC charge in 2005 and beyond just to catch up. It should also be noted that current SAC fees <br />are still paying on the bonds for the last WWTP expansion. <br /> <br />One final piece of information is the following table that lists SAC fees for surrounding communities as <br />of September 30, 2002: <br /> <br /> SAC <br />Rogers $3,000 <br />Big Lake $2,800 <br />Monticello $3,250 <br />Otsego $2,435 <br />Zimmerman $3,250 <br />Albertville $4,100 <br />St. Michael $3,935 <br />St. Francis $2,800 <br />Average $3,196.25 <br />Elk River $1,500 <br /> <br />Given this background, it would be my recommendation that the City implement a $500 increase in <br />the SAC rate for 2004, increasing it from $1,500 per residential unit to $2,000 per residential unit in <br />anticipation of the outcome and recommendations from the WWTP master plan to be undertaken in <br />2004. <br /> <br />If you have any questions regarding this recommendation or would like to discuss it further, please <br />call. <br /> <br />Sincerely, <br /> <br />Howard R.
