<br />The Northstar Corridor Development Authority imet on October 2, 2003, in regular session at
<br />the Sherburne County Government Center, Elk River, Minnesota.
<br />
<br />The following members, alternates and citizens Were present: Duane Grandy, Dan Erhart,
<br />Mm'k Stenglein, Ewald Peterson, Peter McLaugl~lin, Lynn George, Terry Nagorski, John
<br />Norgren, Arne Engstrom, Bob Jolmson, Patrick Cairns, Kaye Bechtold, Gary Erickson, Joni

<br />A motion was made by Ewald Peterson,

<br />as amended.

<br />seconded by Patrick Cairns to approve the
<br />the meeting minutes of the September 4, 2003
<br />
<br />Executive Committee Report:
<br />
<br />a) Request for proposals were receiyed from the following for the selection of
<br /> Consultant for Technical Support for BNSF negotiations:
<br />
<br /> MainLine Management, Inc.
<br /> SYSTRA Consulting, In~.
<br /> Booz Allen Hamilton, Ind.
<br /> R.L. Banks and Associates
<br />
<br />A motion was made by Patrick ~airns, seconded by Ewald Peterson and
<br />carried unanimously to approve t!~e recommendation of the Northstar Executive
<br />Committee and authorize the Chairperson to finalize negotiations and execute
<br />the agreement with MainLine Management in the amount not to exceed
<br />$158,000 for consulting services !for Technical Support for BNSF Negotiations
<br />with the contract to commence oh October 2, 2003 and continue ttzrough the
<br />completion of negotiations and executive of agreements with BNSF, unless
<br />earlier terminated.

<br />
<br />Lona Schreiber and Bill Schreiber reviewed the 2004 Legislative package
<br />including NCDA requests including the fbllowing:
<br />
<br />1. Commit the State of Mirmesota to provide 40% of the capital
<br /> costs of the Northstar Project ($126.5 million);
<br />2. Dedicate a source of funding for rail operating costs;
<br />
