OVERVIEW The subject property is 18 acres in size with approximately 11 acres of fenced pasture land. The ordinance allows certain animal units per acre of fenced pasture land. The number of animals may be increased,but no more than twice the allowed animals,if the applicant obtains an approved manure management plan through the CUP process. The number of animals allowed for the respected animal units for 11 acres is as follows: • 11 Horses (1.0 animal unit value) • 5 Donkeys (.45 animal unit value) • 88 Goats (.125 animal unit value) • 1,100 Chickens (.01 animal unit value) The animal unit calculations are used to indicate how many animals total a property can have. It is not a calculation for each type of animal added together. For example,looking at a request for just horses and goats on an 11 acre site, they cannot have 11 horses and 88 goats. They would be allowed to have 11 animal units resulting in 5.5 horses and 44 goats or 1 horse and 80 goats. • 5.5 horses x 1.0 animal unit value = 5.5 • 44 goats x .125 animal unit value = 5.5 • 5.5 + 5.5 = 11 or • 1 horse x 1.0 animal unit value = 1.0 • 80 goats x .125 animal unit value = 10 • 1.0 + 10 = 11 The applicant is requesting 25 animal units,but the ordinance does not allow the number to be increase by more than twice. They would only be allowed to ask for 22 animal units. There are two accessory structures on the property that will be utilized for providing humane shelter for the livestock and an indoor arena area. Horses will be boarded in 10'x 12' stalls. The applicant has provided a manure "animal"management plan (attached) and the Environmental Administrators memo is attached regarding the manure management plan. In brief, the administrator has concerns with the proposed plan. Access to the property is off of County Road 121 (Brook Rd)via the driveway. There is sufficient parking on the site for the proposed use. For signage, they are proposing to mount their farm logo on the gate at the entrance of the driveway.
