WHEREAS Council must first secure a preliminary feasibility report in order to assess the <br /> benefited property for all or a portion of the cost of the improvement,pursuant to <br /> Minnesota Statutes, Chapter 429;and • <br /> WHEREAS the level of service provided in the project approach and public communication <br /> proposed by WSB &Associates, Inc. (WSB), far exceeded the other firms. Their <br /> scope includes an expert review of all pavement sections to confirm the proposed <br /> approach to maintain or rebuild the pavement is the most cost effective method. <br /> Their proposal further described a detailed public involvement process to assure all <br /> residents are properly informed through all phases of the project. Their process was <br /> clear from the inception of the project through final construction. The fee proposed <br /> by WSB is about 6.5% of the estimated construction cost for the project. This is <br /> lower than the 9.5%we paid for the 2011 Street Improvement project and well <br /> below the 27-30% that was historically paid for engineering services on street <br /> projects before soliciting competitive bids; and <br /> WHEREAS WSB most recently completed the 171st AUAR project for Elk River in 2011.WSB <br /> delivered that project on time and nearly 10%below their approved not-to-exceed <br /> fee. Based on our review of their proposal, and past positive working history with <br /> their firm, staff is recommending award of the work to WSB &Associates, Inc.in <br /> the amount of$168,804. Upon the approval by the City Council, staff will work with <br /> WSB to finalize a contract and being work on the feasibility report immediately. <br /> NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, • <br /> Minnesota: <br /> That this matter shall be referred to WSB &Associates, Inc. at the direction of Justin <br /> Femrite, City Engineer,who is requested to provide to the City Council a report advising,in <br /> a preliminary way, as to whether the proposed improvement is necessary, cost-effective, and <br /> feasible;whether it should best be made as proposed or in connection with some other <br /> improvement;the estimated cost of the improvement as recommended;and a description of <br /> the methodology used to calculate individual assessments for affected parcels. <br /> Passed and adopted this 15th day of October 012. <br /> J 11 J. • tz,Ma <br /> ATTEST: / <br /> Tina Allard, City Clerk <br />
