Case File:CU 12-20 <br /> Cornerstone Conditional Use Permit <br /> Page 2 <br /> The applicant received Conditional Use Permit approval in 2006. The development of the project was to <br /> occur in 6 phases;to date, the first two phases are complete. The approval documents in 2006 included a <br /> sunset date of 2010 for completion. Since that date has passed, a new Conditional Use Permit is required. <br /> OVERVIEW <br /> The applicant seeks Conditional Use Permit approval to add approximately 16,000 square feet of <br /> showroom and sales area to the on to the existing 38,400 square foot car dealership. This addition is the <br /> first of several planned,including expansions to the parts and service centers. <br /> The first two phases of the original 2006 expansion plan have been completed,including renovation of <br /> the then existing dealership,improvements to the parking lot, and construction of the car wash/ detail <br /> service. <br /> Although there is some minor increase of the square footage, the planned improvements are generally <br /> consistent with the original approval. <br /> Signage. The application proposes several wall signs. These signs exceed the amount of signage <br /> allowed by ordinance,and are the subject of a variance request (V12-02). The approval of the signage is <br /> not covered by this Conditional Use Permit. <br /> Building materials. The building materials consist of architectural metal panels (white for Kia,gray for <br /> Chrysler, silver for Ford),glass, and EIFS. The design of the buildings meets the intent of the design <br /> requirements. The exception is the east elevation;the applicant proposes EIFS,where two approved wall <br /> materials are required. It is recognized that much of this wall will be an interior wall in future phases and <br /> the additional materials can be absorbed at that time. <br /> APPLICABLE REGULATIONS <br /> Conditional Use Permit <br /> The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br /> 1. Will not endanger, injure or detrimentally affect the use and enjoyment of otherpropery in the immediate vicinity <br /> or the public health, safey, morals, comfort, convenience or general welfare of the neighborhood or the ciy. <br /> 2. Will be consistent with the comprehensive plan. <br /> 3. Will not impede the normal and orderly development and improvement of surrounding vacant propery. <br /> 4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, <br /> police and fire protection, drainage, refuse disposal, water and sewer systems,parks and schools;and will not, in <br /> particular, create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares. <br /> S. Will not involve uses, activities,processes, materials, equipment and conditions of operation that will be <br /> detrimental to any persons orpropery because of excessive traffic, noise, smoke,fumes,glare, odors, dust or <br /> vibrations. <br /> 6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. <br /> 7.
