Case File:CU 12-21 Spectrum sports complex <br /> Page 2 <br /> The existing 73 space parking lot will serve the complex and will be improved with curbed landscape <br /> islands. Spectrum plans a field house in the future,generally south of the existing storm shelter building. <br /> Because details on the field house have yet to be determined, the field house will require an amendment <br /> to the CUP,and likely additional parking. <br /> Access to the parking lot will come off of County Road 12;the County has indicated their comfort with <br /> this proposal. <br /> BACKGROUND/PRECEDENT <br /> Spectrum High School was granted Conditional Use Permit approval in December 2010 to locate their <br /> business at 17791 Industrial Circle. That site offers limited opportunity for outdoor activities,including <br /> zero opportunity for baseball or softball, and with the recently approved expansion, full size soccer and <br /> football. <br /> The proposal satisfies these needs and provides opportunity for expansion with a future field house. <br /> APPLICABLE REGULATIONS <br /> Conditional Use Permit <br /> The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br /> 1. Will not endanger, injure or detrimentally affect the use and enjoyment of otherpropery in the immediate vicinity <br /> or the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the dy. <br /> 2. Will be consistent with the comprehensive plan. <br /> 3. Will not impede the normal and orderly development and improvement of surrounding vacantpropery. <br /> 4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, <br /> police and fire protection, drainage, refuse disposal, water and sewer systems,parks and schools;and will not, in <br /> particular, create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares. <br /> 5. Will not involve uses, activities,processes, materials, equipment and conditions of operation that will be <br /> detrimental to any persons orpropery because of excessive traffic, noise, smoke,fumes,glare, odors, dust or <br /> vibrations. <br /> 6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. <br /> 7. Will fully comply with all other requirements of this Code, including any applicable requirements and standards <br /> for the issuance of a license or permit to establish and operate the proposed use in the city. <br /> If denial of such a permit should occur,it shall accompany recommendations or determinations by <br /> findings or a report stating how the proposed use does not comply with the standards set forth in Section <br /> 30-654. <br /> In the review of the standards for CUP as outlined,it appears that the request is consistent with all of <br /> these standards. <br /> ANALYSIS <br /> The proposal includes plans for separate baseball, softball, football, and soccer fields. The soccer/ <br /> football fields are multi-use, and could be programmed for other events. The larger of the two fields is <br /> lit, and includes bleachers.
