Item # 6.20

MEMORANDUM

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Michele McPherso ,~Director of Planning

October 20, 2003

Discuss Use of Little Theater for Council Meetings

Request

Staff would like to revisit the use of the Little Theater by the Council for City Council
meetings.

Issue

On Wednesday, October 15th, the City Administrator was contacted by Charlie Blesner from
Community Education regarding the City's request to remove the thrust portion of the stage
for each Council meeting. I followed up with a phone discussion with Mr. Blesner on
October 16th. The custodial staff had indicated to us (the City Administrator and I) that this
would not be an issue and that the City Council could be located between the front edge of
the stage and the first row of seating with the thrust portion of the stage removed. It
appears, however, that the custodial staff was not in communication with the facility
scheduler for the District, and the District has determined that to accommodate the City's
needs would be an unreasonable increase in staff time and custodial labor as there are uses
ongoing at the same time that require use of this portion of the stage.

District staff indicated that the Council could be located on the stage itself, which is where
the School Board was located when it held its meetings in the theater. Staff is of the opinion
that this will pose a bit of a problem in terms of the perception of the height of the Council
versus the height of the audience. There is also the issue of public hearing nights at which
the PowerPoint and overhead are in heavy use, it may difficult to arrange the Council in such
a manner to allow the Council and the audience to see the presentation at the same time.

Staff requests that the Council discuss this further and provide staff with further direction
regarding this issue.

S:~PLANNINGXaMichele McPherson\CCREPRTS\ 10 20 Little Theater Use.doc
