Howard R, Green Company <br /> <br />Item 6.17. <br /> <br />October 1, 2003 <br />File: 230000M-0325 <br /> <br />Mr. Pat Klaers <br />City Administrator <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: MNDOT SPEED STUDIES <br /> <br />Dear Mr. Klaers: <br /> <br />Jeff Beahen, Police Chief; Phil Hals, Street Superintendent; and I met to discuss road segments <br />within the City of Elk River that either do not have speed limit signs posted or should have the legal <br />speed limit reestablished because of developing and changing conditions adjacent to the road. The <br />roadway segments in question are shown on the enclosed map and include the following segments: <br /> <br />· Filmore Street from CSAH 12 to 175th Avenue <br />· 175th Avenue from Twin Lakes Road to Filmore Street <br />· Twin Lakes Road/171st Avenue from Trunk Highway 10 to CSAH 12 <br />· Business Center Drive from Joplin Street to Waco Street <br />· Jarvis Street from County Road 24 to the north City limits <br /> <br />City staff has been receiving some complaints regarding speed on some of these segments. Other <br />segments have never actually had a speed limit established by a speed study performed by MnDOT. <br />And finally, other segments are seeing a change in the adjacent properties through development and <br />should be considered for a potentially lower speed limit by having MnDOT perform a speed study. <br /> <br />The Police Chief, Street Superintendent and I discussed specifically Filmore Street and 175t~ Avenue <br />that currently do not have speed limit signs. We all concurred that it would be best if the City installed <br />speed limit signs of 45 mph, anticipating that this is what a speed study may ardve at as a potential <br />"high-end" speed limit. Hopefully, a speed study would determine that the speed limit could actually <br />be lowered to 40 mph. The three of us also concurred that the City Council should be asked to adopt <br />the attached resolution requesting a speed study on all five segments. <br /> <br />In anticipation of this recommendation, I have talked with Gary Didam, Traffic Engineer for MnDOT <br />Distdct 3, regarding the timing. Mr. Didam has indicated that it will take at least three months and <br />could take up to six months once a formal resolution is forwarded to MnDOT requesting a speed <br />study.
