Staff <br />suggests that a condition of approval be that the property must have a house built on it <br />within one year or the accessory buildings will be required to be removed. In the past for <br />similar requests, an escrow of $1,000-2,000 has been required to ensure compliance with the <br />condition. <br /> <br />The two lots meet the minimum required lot size for the R-lc zoning district. The rear and <br />side yard building setbacks are met for the existing building. <br /> <br />Grading. Drainage and Utilities <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> <br />Park and Recreation Commission <br /> <br />The Park and Recreation Commission recommended park dedication in the form of cash for <br />one lot. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the Simple Plat request with the following <br />conditions: <br /> <br />1. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. <br />2. PARK DEDICATION FEES FOR ONE LOT SHALL BE PAID PRIOR TO <br /> RELEASING THE SUBDIVISION FOR RECORDING. <br />3. A SINGLE FAMILY RESIDENCE SHALL BE BUILT ON PARCEL B <br /> WITHIN ONE YEAR OF PLAT APPROVAL OR THE ACCESSORY <br /> BUILDINGS WILL BE REQUIRED TO BE REMOVED. THE <br /> APPLICANT SHALL ESCROW $1,500 TO ENSURE COMPLIANCE <br /> WITH THIS CONDITION. <br />4. SURFACE WATER MANAGEMENT FEES FOR ONE LOT SHALL BE <br /> PAID PRIOR TO RELEASING THE SUBDIVISION FOR RECORDING. <br />5.
