Beahen, Chief of Police <br /> <br />11-4-03 <br /> <br />Hiring of new patrol officer <br /> <br />I am asking the council's permission to replace the vacant slot created by the retirement of <br />former Chief Zerwas and the ensuing promotions from within. This position is approved for <br />in the 2004 budget. <br /> <br />There are several lateral entry candidates who are eligible to be hired and are willing to start <br />at the starting patrol wage per the current union contract. By starting the biting process now, <br />we could possibly have the new officer on and in training by early to mid-December. <br /> <br />Officer Peterson is scheduled for light duty due to her pregnancy around the 12` of <br />December. Officer Garcia is still potentially leaving the end of December for the State Patrol <br />and Officer Blauert will still in field training until January of 2004. Including the Zerwas <br />vacancy we will potentially be short 4 patrol officers as we enter the New Year. I would <br />prefer to start the hiring process now to avoid some of the anticipated schedule shortages I <br />believe will occur in the first part of 2004. <br /> <br />Fiscally, we have saved almost the equivalent of two full time officers this year by running <br />short the one position and by taking our time filling the vacancies created when Officer's <br />Sarazin and Ellmgworth left their employment here. <br /> <br />If granted your permission, I would start the brief testing process for the lateral candidate(s), <br />and then put the candidate(s) through the background, medical and psychological exams <br />prior to returning to the Council for final permission to hire the new officer sometime in <br />December. <br /> <br /> <br />
