Housing&Redevelopment Authority Page 2 <br /> June 4,2012 <br /> postage, advertising/marketing,publishing, contractual services, transfers, and the HRA <br /> development fund. <br /> Commissioner Motin questioned the reduction in taxable market value numbers from the <br /> County. Mr. Portner explained that the 10% reduction number was given to staff by the <br /> County during the budget process. He stated that there will be a decrease in the total rate <br /> change,but for the 2014 payable year, the County is predicting a zero rate change. <br /> Commissioner Motin questioned the budgeted figure for the part-time intern. Ms. Deckert <br /> explained how the hours of the intern coincide with college semesters. She noted that the <br /> internship could potentially be extended if staff feels there is value in keeping that person on <br /> longer or there is a project that needs to be completed. The budget includes compensation <br /> for an intern 52 weeks of the year at 32 hours a week, and will not be exceeded without prior <br /> approval from the HRA. Commissioner Motin questioned why the internship position is <br /> not being split 60/40 with the EDA. Ms. Deckert explained that the intern will be working <br /> on HRA projects. <br /> Commissioner Motin noted that he is not in favor of a kiosk for the downtown parking <br /> plaza. <br /> MOTION BY COMMISSIONER MOTIN AND SECONDED BY <br /> COMMISSIONER LIESER TO APPROVE THE 20123 HRA BUDGET WITH <br /> THE FOLLOWING CHANGES, <br /> 1. ACCOUNT NO. 4319 —MAIN STREET PARKING PLAZA <br /> KIOSK DESIGN - REMOVE $1,500 <br /> 2. ACCOUNT NO. 4409 — CONTRACTUAL SERVICES — MAIN <br /> STREET PARKING PLAZA KIOSK — REMOVE $15,000 <br /> TOTAL OF ITEMS REMOVED $16,500 <br /> RESULTING IN A CHANGE IN THE 2013 BUDGET FROM $198,500 TO <br /> $182,000. <br /> MOTION CARRIED 4-0. <br /> MOTION BY COMMISSIONER MOTIN AND SECONDED BY <br /> COMMISSIONER KUESTER TO APPROVE THE RESOLUTION <br /> ESTABLISHING THE 2013 HRA LEVY. MOTION CARRIED 4-0. <br /> 6. Update on City Organizational Structure <br /> City Administrator Cal Portner provided an update regarding the city's new organizational <br /> structure, approved by the City Council on May 21, 2012. He reviewed the positions to be <br /> filled that were approved for funding by the Council to create an effective managerial staff. <br /> Mr. Former explained the organizational charts for the senior management team, <br /> Administration, Community Operations and Development(Options 1 &2),Fire <br /> Department,Finance, and Parks and Recreation. <br />
