Commissioner Motin questioned the reduction in taxable market value numbers from the County. Mr. Portner explained that the 10% reduction number was given to staff by the County during the budget process. He stated that there will be a decrease in the total rate change,but for the 2014 payable year, the County is predicting a zero rate change. Commissioner Motin questioned the budgeted figure for the part-time intern. Ms. Deckert explained how the hours of the intern coincide with college semesters. She noted that the internship could potentially be extended if staff feels there is value in keeping that person on longer or there is a project that needs to be completed. The budget includes compensation for an intern 52 weeks of the year at 32 hours a week, and will not be exceeded without prior approval from the HRA. Commissioner Motin questioned why the internship position is not being split 60/40 with the EDA. Ms. Deckert explained that the intern will be working on HRA projects. Commissioner Motin noted that he is not in favor of a kiosk for the downtown parking plaza. MOTION BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER LIESER TO APPROVE THE 20123 HRA BUDGET WITH THE FOLLOWING CHANGES, 1. ACCOUNT NO. 4319 —MAIN STREET PARKING PLAZA KIOSK DESIGN - REMOVE $1,500 2. ACCOUNT NO. 4409 — CONTRACTUAL SERVICES — MAIN STREET PARKING PLAZA KIOSK — REMOVE $15,000 TOTAL OF ITEMS REMOVED $16,500 RESULTING IN A CHANGE IN THE 2013 BUDGET FROM $198,500 TO $182,000. MOTION CARRIED 4-0. MOTION BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER KUESTER TO APPROVE THE RESOLUTION ESTABLISHING THE 2013 HRA LEVY. MOTION CARRIED 4-0. 6. Update on City Organizational Structure City Administrator Cal Portner provided an update regarding the city's new organizational structure, approved by the City Council on May 21, 2012. He reviewed the positions to be filled that were approved for funding by the Council to create an effective managerial staff. Mr. Former explained the organizational charts for the senior management team, Administration, Community Operations and Development(Options 1 &2),Fire Department,Finance, and Parks and Recreation.
