log of the hours accumulated as compared to the hours used. Use of these comp hours by an employee <br />is not an entidement and the city could simply eliminate these hours entirely. However, I think it's <br />appropriate to acknowledge the work and dedication of these employees. In this regard, I am <br />recommending to the City Council that when we stop the recording of comp me and eliminate the <br />comp time hours that are on the books, then the city, gives the employee 20% of the hours accumulated <br />to be used as personal leave time. This personal leave dine will not be paid in cash upon the employee <br />leaving the city. The employee will need to use these hours sometime over the next five years. In this <br />manner, employees that have three or four weeks vacadon dme available to them per year will not have <br />to try, to also use all of their personal leave time in one year and can plan out the use of this dine. Even <br />~vith this five-year approach, there may be a few employees that do not use aH of their personal leave. <br /> <br />It is planned that this change in the recording of comp time be effective on November 2, 2003. This <br />will necessitate a sentence change and a sentence removal from the current personnel policy manual. <br />Attached for your information is page 5 of the city, personnel policy manual that refers to nme off for <br />exempt employees. Two sentences towards the end of this secdon need changing and/or removal. <br />Action on this item will be requested on October 27, 2003. <br /> <br />Any Council feedback on the above proposals prior to October 27 will be appreciated and if you have <br />any questions, please feel free to contact me. <br /> <br /> <br />
