City of <br /> Ells = REQUEST FOR ACTION <br /> River` <br /> TO ITEM NUMBER <br /> Mayor and City Council 6.4 <br /> AGENDA SECTION MEETING DATE PREPARED BY <br /> Work Session September 10,2012 Tim Simon, Finance Director <br /> ITEM DESCRIPTION REVIEWED By <br /> 2013-2017 Capital Improvement Plan Cal Portner, City Administrator <br /> REVIEWED BY <br /> ACTION REQUESTED <br /> Continue 2013-2017 Capital Improvement Plan discussions. <br /> BACKGROUND/DISCUSSION <br /> The purpose of the discussion is to provide preliminary information regarding projects and possible <br /> funding options. The CIP is a long-range planning document. The review and final document is prepared <br /> to anticipate major expenditures in advance of the year they may become budget requests. Much of our <br /> discussion will focus on the 2013 portion of the Capital Improvement Plan (CIP). After a review the <br /> cash flows and projects,a final document will be brought back to the Council in December for approval. <br /> On August 20, Council reviewed the 2013-2017 equipment purchase requests with the Fleet Committee. <br /> Street Improvement Reserve Fund <br /> This fund covers annual improvements to city roads. Also included are some boulevard and median <br /> enhancements. Special assessment repayments and bonding are the main funding sources in the fund. <br /> Municipal State Aid <br /> The city engineer will review the future Municipal State Aid (MSA) allocations and estimates and how <br /> they are tied into the Street Improvement Reserve Fund. MSA funds will fund a portion of the future <br /> street projects in 2015 and 2017. The last payment on our Transportation Revolving Loan Fund <br /> repayment for the 193 Td project will be in 2013. The maintenance (sealcoat) portion goes into the city's <br /> General Fund to offset the cost of the sealcoating expenditure in the street maintenance operating <br /> budget. <br /> Next steps: <br /> The remaining CIP funds will be reviewed on October 8 and November 12,2012. Those funds will <br /> include the following: <br /> • Park Dedication Fund <br /> • Park Improvement Fund <br /> • GRE Reserve Fund <br /> • Technology Replacements <br /> • Capital Outlay Reserve Fund <br /> N:\Public Bodies\City Council\Council RCA\Agenda Packet\09-10-2012\CIPst2ffreport0910.docx WU <br />
