Consistency with Comprehensive Plan <br /> The 2004 Comprehensive Plan, adopted by the City Council on <br /> August 16, 2004 included a land use category identified as "Old <br /> Town". The Plan recognized that the Old Town area was a <br /> diverse blend of uses, styles, and characters, and further, a <br /> focused study was necessary to identify,preserve and protect that <br /> diversity. The following image indicates the Study Area in <br /> relationship to the Old Town area. <br /> The Old Town area, as defined in the 2004 Comprehensive Plan <br /> includes several differing land uses, including high, medium, and <br /> low density residential, Highway, Central and Office <br /> Commercial. <br /> The Plan is consistent with the Comprehensive Plan in that the <br /> mix and balance of uses within the area are maintained,although <br /> some realignment of infrastructure is necessary to ensure that the <br /> land is developed to its highest and best use.oas of September 4, 2012 -Part I, page 14 - <br /> • <br />
