es/is/isse es:4s 44ies6s SCOTT BREUER CONST 6.10.

SCOTT ....

"Our reputation speaks for itself."

To: Mayor and City Council
Citv of Elk River

Honorable Mayor and City Council:

Last week our company had the opportunity to meet with the City of Elk River Planning
Staff; the Planning Commission members; our engineering consultant, Roger Anderson &
Associates, Inc.; and a representative from the Minnesota Land Trust. This meeting was
coordinated by City staff'and ourselves as a workshop session for the Planning
Commission to learn more about the idea of conservation design, a/k/a "open space" or
"cluster" design of subdivisions.

The concept plan for a neighborhood we are planning in Elk River which incorporates the
methods of open space design was used for discussion at the work session. The ideas and
benefits were discussed at length and were seemingly very well r~ceived by the Planning
Commission members who attended this meeting.

Although the City currently does not have an ordinance for open space development,
it was our hope that our open space concept plan could be proposed to the City as a
P.U.D. However, after review by the City Attorney, it was concluded that this was not
allowable.

The possibility of a Zoning Ordinance amendment to allow for this type of subdivision was
brought up by City Staff. We would certainly be supportive of this action as the benefits
and unique qualities of'this type of neighborhood has much to offer everyone. We look
~'orward to the opportunity to participate in a similar work session with the City Council as
well.

Sincerely,

Ann Marie Breuer, Vice President
Scott Br~er Homes

'.)07 Main Street · Elk River, MN 55330 · Office 441-6044 · Fax 441-8363 · Lic. #1113
